Maintenance of Natural balance


Maintenance of Natural balance for the survival of species on this planet among the land and water creatures is ensured by natural scavenging by superior species on inferior species or their own species (Ex: man poaching on wild life, the latter chasing and killing the domesticated or lame animals, natural disasters destroying human beings and their settlements, pigs eating the human wastes in developing world, vulture eating the carcasses of animals etc.). In the absence of such an arrangement by nature, the earth will find it difficult to contain and correct the treatment of wastes or overpopulation of those very species surviving at present.

What a perfection in the work of The Lord of Universe or Nature in this regard!

The Hindu December 5, 2014



Three arrested for sexually assaulting, murdering minor girl (10year old) at Kamatchipuram in Theni district. In the postmortem the government doctor found the girl was sexually assaulted before the murder. The three accused persons were of 19, 25 and 23 years in age.

The facts are: girl is a minor. Not only sexually assaulted but murdered too.

What authority or a social right these persons had over the minor girl for gang rape and murder? Modern social thinkers and some jurists might think leniently and award a punishment less than death. 

Visionary like late Justice Krishna Iyer and some editors of newspapers may strongly plead for abolition of capital punishment!

Five farmers end life in three days (December 2, 2014)


Mounting debts take toll on villagers in Marathwada, Vidarbha.

The wave of farmer suicides continues unabated despite the new BJP government announcing relief measures to combat the agricultural crisis affecting more than 19000 villages in the state of Maharashtra.

I remember the days of Dr Manmohan Singh as PM visiting and promising the region for better treatment and salvation from this malady but he along with the state government failed miserably despite spending a few thousand crores of rupees.

Let us see how the BJP governments - both in the state and Centre tackle this issue.

A pehelwan (wrestler) pinned down by a girl


The fair sex ( a 17 year-old Uttarakhand state (india) girl by name Neha Tomar from Rudrapur) has entered and defeated a male wrestler Sonu Pehelwan who was not only older and more experienced but also 16 kg heavier in an annual event organised in Jogi Navada locality of the city of Bareilly. Neha displayed exemplary agility and unmatched prowess in the arena and in less than ten minutes she prevailed upon her strong and well-built opponent from the other sex with relative ease.

Beware males! There is no sphere now where the females can't excel men!

"Rethink the death penalty"  - Hindu editorial dt. December 3, 2014

"Even if public opinion in India currently favours the death penalty, the move towards a more enlightened approach can be initiated in Parliament. As India endeavours to play a stronger role in world politics, it is time to rethink its stand on the death penalty with more clarity"

 One doesn't have to agree with above reasoning. The gravity of losing a precious life at the hands of a rowdy element for the sake of movable or immovable property or ransom is known only to the nearest kith and kin. Not necessarily to an arm chair journalist or the so called sophisticated social thinker who would have otherwise frowned upon the agencies to send the culprits to the gallows in case his or her own child or spouse is involved in the murder. 

Taking away one's life at the sweet will of a criminal, under whatever circumstances, can hardly justify a lighter punishment to suit the tastes of a modern thinker. Only in rarest of rare cases the death penalty is awarded and that provision at least will deter some more individuals to indulge in the casual killing of other fellow beings.

You might call it barbarian but it is a necessary evil as long as mankind behaves in a crude and cruel fashion.

"Chhattisgarh government -Shut down Fun please!"


Says the Supreme Court of India. The chief secretary and the D.G.P had been summoned for giving a reply on October 30, 2014.

The state government had filed a mechanical reply with no solid action on the ground to prevent the missing of children. Hence the angry outburst of the court for not complying with its directives in this regard on a PIL filed by an NGO "Bachpan bachao andolan". As many as 10600 children have gone missing in the state of Chhattisgarh from 2011 to 2013 against which only 1200-1300 FIRs have been registered.

On October 18, 2014 the chief secretary had convened a meeting of senior officers in the secretariat and consulted them for the ways and means by which this menace can be contained as soon as possible. I have my own misgivings about the efficiency with which the state police can handle this issue in the near future in the absence of a clear-headed approach and strong motivation from the top to bottom.

By a senior citizen and retired civil servant


An encounter (an experiment) with a common citizen in Pandri Bazaar, Raipur

During morning walks I noticed a young man (Diwakar Dubey, a security guard on duty) in a commercial area spitting on the floor with a lot of unbearable sound. I tried to correct him through his friend on duty earlier but things had not changed till date. So I ventured to call him and discuss his problem (November 10, 2014). After knowing his habit that was conditioned by normal  sleeping under a fan causing nasal block, I suggested the use of one or two cloves for chewing as and when needed so that he would not be required to spit the saliva often. 

He readily agreed to try that experiment. Thank God the young man didn't question my curiosity or authority to give advice. Let me see the result in the days to come.

On Wednesday, November 12, he admitted my advice was useful to him and he had corrected himself for good.

Common people in general try to spit with freedom and without any shame everywhere - be it bus stand, railway station, cinema halls, public roads and government offices. I enjoy the habit of politely correcting the habitual drivers who normally spit on the roads whenever I get a chance.

The whole nation has to pay attention to this ugly habit of our citizens. Sooner the better. An appeal by the PM is bound to have an impact on this too.

GDP Growth Sub-5% For Second Fiscal In A Row


India’s economy expanded 4.7% in 2013-14, the second successive year of Sub-5% growth hurt by policy delays, high inflation and global slowdown but the election of a new government has triggered hopes of revival in growth and sentiment in coming months.

Data released by the Central Statistics Office (CSO) showed the economy grew 4.7% in 2013-14, a shade below the original estimate of 4.9% but slightly above the 4.5% growth in 2012-13.

It is the turn of Assam now?


Copious rains and heavy floods were lashing the state of Assam, inundating many districts, spoiling the standing crops and making many families homeless. The state administration was confronted with an unexpected flooding towards the fag end of South-west Monsoon. As usual firefighting took  place and the relief and rehabilitation was executed as per the understanding and the resources made available for the occasion.

Region-wise the disaster strikes and destabilises the living conditions of the human beings and cattle heads in India for the last few months.

The national disaster plan and state level plans have been debated and kept ready now I suppose. If so the same should have been utilised and the severity reduced to some extent. If not we should only blame ourselves for such a sorry state of affairs.

Four of world's top five universities are in Britain


London being the only city in the world with five universities in the top 100 , according to the latest global university rankings. Massachusetts Institute of Technology (MIT) has emerged as the world's top university. Imperial College London has secured second place next to MIT, superseding Cambridge, Harvard, University College London, Oxford.

A total of 31 countries are represented in the top 200 - the US remains the dominant nation  
 with 51 institutions, 11 of which are in the top 20. The global emphasis on high impact scientific and technological research is the key driver of leadership in the QS World University Rankings. (Times Global, Wed, September 17, 2014).

Militia group in Pakistan is itching for trouble on the borders. It is a childish action on their part. If they want they can declare war with India and test their waters once for all. Naturopathy - way to cure small things


I fell flat on the main road while trying to cross with much precaution but badly pushed down by a speeding cyclist coming from wrong direction. Got bruised in the right hand and on the legs at two places. The one on the hand was a hard scratch peeling the skin - one inch by one inch- with some pain on the shoulders.

My medication to get relief:
Constant application of coconut oil on the bruises and the shoulders - with a smooth talcum powder to cover the blood stain and to protect from the shirt worn during the office hours.

Routine exercise continued to get relief from pain on the shoulders.

Elections in Maharashtra.


Honey moon followed by the married life of 25 years between BJP and SHIV SENA has come to an end. Sena's leader Uddhav Thackeray wants to become the CM of Maharashtra state now at any cost. If not now never later, he thinks so. Similarly the BJP wants to capitalise the Modi factor and establish their rule in an important state without losing further time. Now do it, may be impossible later, they seem to think that way. Due to the concern expressed by RSS so far, the decision for separation has been delayed till now. Otherwise this decision was already taken by Modi-Shaw duo long back. Some of the smaller groups may join BJP deserting SENA in all probability. The loser will be SENA at the end, one would tend to believe.

Similarly both Congress and NCP (Nationalist Congress Party headed by Sharad Pawar) have separated, after 15 years of friendship, trying to test their waters independently. 

In a way it is a good opportunity for all the four - two national parties and two state-level parties headed by regional  satraps to try their luck and prove their strength in individual capacity.

A good show! Let us await the results after the elections.

Spine is fine?


Spine (backbone) of a human being is an important organ. A slight damage caused to it would paralyse the movement of a person. It helps stand erect and walk straight always. 

I remember two important persons in my official career: Mr.A.S.Das former Commissioner of Sagar Division when I was Collector of Sagar District under him. Mr. Ajit Jogi, the first Chief Minister of Chhattisgarh when I was one of the Principal Secretaries in his government. Both the gentlemen were very active physically and mentally. But a slight oversight or delayed action on the part of experts in a hospital at Mumbai paralysed their bodies beyond anybody's control and imagination.

Friends: Take care of the spine and let us not cause any damage due to our own negligence at least.

Judiciary is no example for fast justice?




It is reported that a tradition had existed during the last eight years allowing the Supreme Court of india to enjoy annual vacation for about seven weeks in summer season like educational institutions and the said tradition has unfortunately taken the shape of a rule of the Court from this year onwards although the present Chief Justice R.M.Lodha was advocating the abrogation of such a vacation to the court and pleading for 365 days'  working like in the case of hospitals.

The Bar Council of India and other judges of the court opposed the move of Justice Lodha for 365 days' working. Who wants hard work? An intelligent approach can ensure enough rest to the judges and lawyers by allowing them to take adequate leave individually as and when needed. Who would listen to such a wise counsel?

It is also reported that the courts don't close for summer vacation in countries like France and USA. Canada Supreme Court and U.K Supreme Court close only for 11 and 24 days  respectively in an year.

India has about 19000 judges working now. According to National Court Management System, the number of judges/ courts have increased six times whereas the number of cases have risen by twelve times in the last 30 years.

Where there is a will, there is a way. Unless the mindset of lawyers and judges changes there can never be a legal reform ensuring fast justice in this country.

Floods in J & K


It is reported that the State of Jammu & Kashmir has received such rains and floods after sixty years, and some say, after one hundred years. All the rivers in the state - Jhelam, Chenab, Ravi, Beas, Satluj  are in spate causing extensive damage to the properties and the lives of people and animals ( more than 200 people are dead till now) for about a week now. The union Home Minister Rajnath Singh and the prime minister Narendra Modi have visited the state and inspected the areas by land and air.

Unexpected natural disasters normally prove to be beyond everybody's control for the time being but people and the government learn a lesson and adjust to the situation in the short and medium term finally. The P.M has announced a relief assistance to the extent of Rs 1000 crore and more as also the distribution of two lakh blankets immediately.

Rehabilitation of the area and the people with proper compensation to the needy will take a few months now. However a long term plan including short term measures to effectively tackle such a situation is the need of the hour. This is true of not only J&K but other states as well.

 Our neighbour Pakistan is boiling

Unfortunately our esteemed neighbour Pakistan is politically boiling of late, thanks to the disbelief in fairness of general elections held last time by which the present incumbent prime minister Nawaz Sherief came to power replacing military rule. 

Imran Khan, the leader of Tehriq-e-insaaf and Qadri, a cleric and the leader of Pakistan. Awami Tehriq are up in arms against NawazSherief and seeking his resignation and spreading their agitation up to Lahore and Karachi. This must have demoralised Nawaz to a great extent. Nawaz, a friend of India otherwise, is forced by circumstances to keep a low profile towards India at the moment. This explains the recent disturbances by the so called terrorists on the borders. The PM of Pakistan is unable to control his military and engage in talks with India. The Pakistan military is itching for a fight with India under some pretext or other and usurp civil power like what happened during Kargil war in the past. We are afraid Nawaz would fail this time too. The powers that be in Islamabad never want peaceful settlement with India at any time.

Forecast of events that would unfold in the near future:

General elections under the supervision of UN committee
Alternatively a military rule soon

Best Formula:

A fair and free general elections held under UN control with the help of election commissions from a few democratic countries followed  by a grand alliance with India for economic development.

A close and effective purging of those elements pursuing military domination through so called terrorists for the last few decades and destabilising democratic rule in Pakistan since its independence.

A referendum seeking the type of friendship and support the people of Pakistan want with their counterparts from India.

A grand Pan India including India, Pakistan, Nepal, Bangladesh, Ceylon like the European Commission in the West will be a reality by 2050 AD.

CBI to close MCX probe against former Sebi chief Bhave, member

CBI was investigating the roles of C.B.Bhave and K.M.Abraham in allowing MCX-SX to function as a full-fledged private exchange.

While CBI has reportedly said Bhave should have been careful in granting sanction, his decision did not merit a criminal case.

CBI WILL RECOMMEND TO GOVT. that departmental action be taken against Bhave & Abraham, with an FIR against other officers.(Times Business August 26, 2014).

This episode raises certain basic questions:

At last both the top officials have been let off from criminal prosecution. Unfortunately there has been a change of heart at the CBI HQrs - done under some pressure? If not who was responsible for adverse publicity in the initial stage without proper study and analysis? 
What is the necessity of recommending departmental action when no mala fide  intention was found by them? Who and which experienced and qualified economic expert took this decision on such a commercial transaction in CBI? 
Who is qualified in CBI to give a conduct certificate to Bhave and Abraham when even the best judges would find it difficult to pass a judgment on such business and commercial transactions in this country?

It is unfortunate that probably good boys are punished and the crooks are let off in such a system. Bad and dangerous trend for this country!

One platform for project nods


The Project Monitoring Group (PMG) in the cabinet secretariat had initially identified two dozen approvals that are required from the central government, while another 35 clearances needed from the states.

The idea is to digitise the processes and then get on e-biz which was conceived five years ago by the department of industrial policy and promotion but has failed to take off as other government agencies have refused to cooperate.

PMG is now trying for a single platform. It is not an easy task. An iron hand with an iron will power only can ensure single window clearance for the projects on a sustained basis. All the best.

Road accidents in India


“More people die from road accidents in India than any where else in the world.”

It is indeed a damning and disheartening report.

“The World Health Organisation (WHO) says death rate per 100,000 population rose in India from 16.8 to 18.9 between 2009 and 2013.  If you look at numbers in 2011, we had 440,123 road accidents and 136,834 people were killed in them. Between 2001 and 2011, death rates from accidents on Indian roads rose by 44.2 per cent.

At the moment, one person dies in a road accident every five minutes in India. By 2020, the number is expected to be one every three minutes.

Any solution to this problem?

Yes there is a solution provided the law makers make the following rules and the officials/ authorities concerned implement them sincerely and fearlessly.

Restrict the number of owned vehicles per family / institution/ organisation by raising the vehicle tax for the additional numbers acquired by them.
Rationing of fuels as per the actual need of the owners and charging more on the excess quantity utilised by them.
Quotas to be fixed for the manufacture of vehicles by different companies on the basis of certain parameters determined by the committee of experts.
Widening of the roads whenever needed and wherever feasible.
Encouraging the usage of public transport among the office-goers and discouraging the usage of cars / four wheelers by / for single persons on city roads.
Shifting of bigger establishments with a large number of workers in crowded localities of towns/ cities/ metros to the suburbs with a provision for accommodation and other public utilities like schools , shops etc.

Beware of Pollution.


During the year 2013 as much as 175 million tonnes of fly ash from industries were produced in india out of which only 56 percent of it was used as raw material. In Chhattisgarh state only 27 percent of 24 million tonnes  it produced could be recycled for other uses, much less than national average.

A long term plan and short term action plan is very much needed for a better living in the days to come.

Scrap Planning Panel


Merits in dismantling:

Perspective plans are only the decorative coding of long term wishes of the heads of governments and nothing more.
The planning commission of Nehruvian days was  mainly meant for centralised planning with five year plans laying emphasis on different sectors of the economy in varying degrees from plan to plan. 
Of late it has grown to a mammoth size with little contribution directly to achieve the desired goals set from time to time.
It indulges in 'Annual' drill of clearing the quantum of plan ceilings to different states in separate meetings with the respective chief ministers. It hardly ever cared for the performance of the states really and effectively in terms of physical targets. A ritual of this type never disciplined the state-level panels but very much pleased the chief ministers attending such sittings politically although!
Having no statutory backing it never had the authority to have a final word in the allocation of scarce resources between and among the ministries or the states in particular but certainly halted the speed of disposals invariably. Its removal / replacement, due to its existing shape and strength, is the need of the hour. 

Alternative: National Economic Forum

We need an expert body to function as a storehouse of research and survey reports assisting different ministries in terms of feedback before and after a programme or scheme is taken up for approval and implementation in any department / ministry or in any state of the Indian Union.

Its inputs are meant to enable the departments to finalise the blueprints while putting into action the programmes of the elected governments in the five-year period they are elected to power as per the mandate of the people. 

In other words the expert body is to subserve the interest of the elected governments with all the technical tools and expert advice. 

It is to function like a reference point for government agencies for working out a strategy in implementation of its schemes and programmes.

It has to be a lean body with the following members selected for a period of five years by a team headed by the Prime Minister:

Five members from the academic institutions selected on the basis of their experience both as a teacher and an economic planner.
Five members from the pool of managers/ administrators in the public/ government sector with a proven track record of achievements in the field.

Secretariat 

It is to be headed by an officer of Joint Secretary level in G.O.I with a maximum staff of two dozen employees with different grades under his control to provide logistical support to the Forum in its working. He would report to the secretary in the ministry of Economic Affairs and seek his support and assistance for annual budget and coordination with other departments / ministries and the states.

One lakh ration cards in circulation with no genuine identity (addresses)


District Raipur, Chhattisgarh State. Daily Dainik Bhaskar reports (Thursday, July 24, 2014) that there are more than one lakh ration cards with no proper addresses or persons for  verification on the spot during the last one month. 

In other words there is a possibility of large scale bungling and siphoning of stocks indulged in by vested interests in collusion with petty politicians and departmental staff throughout the district. The opposition party is up in arms in the state assembly during the monsoon session in questioning this development in the state.

Village Secretariat on paper (Daily Nava Bharat dt. July 29,2014)


Mrs Lakshmi Verma, the President of Raipur District Panchayat has lamented that the concept of Village Secretariat was reintroduced in her district with a resolution of district panchayat three years ago under intimation to the then Principal Secretary Mr.Vivek Dhand but unfortunately the present administrative system has not implemented this scheme with the result the public and especially the student community find it hard to get the certificates from the village officials. Hence they are forced to throng the offices of collector and the chief minister in their public 'darshans' for their grievances.

The concept of village secretariat was coined and implemented by a collector named Mr. Naresh Narad in Indore District of Madhya Pradesh state. Another similar experiment was taken up in Sagar District of the same state in 1980-81 by the undersigned as collector Sagar under the name of Mobile Court - a term coined and implemented by him by staying in the old tents left by British collectors in the remote parts of the district. It was an attempt to solve the problems of the villagers including the disposal of pending revenue cases up to the level of collector's court on the spot. Such a scheme would avoid the crowding of the villagers in the collectorates or C.M's office/residence.

Cement cos raise prices in south


Cement companies have jacked up prices by Rs 60-100 per bag(each bag is 50 kg) in the four southern states in the past week (TOI, June 23, 2014).

Such a hike all of a sudden without explaining the reason or justification is bound to affect seriously all those construction activities using cement. It is an essential commodity used by small and big players in the real estate business. The prices were already high compared to rates prevalent in the North India. There is a strong belief that these manufacturers had formed a cartel and imposed their price rises arbitrarily enjoying the oligopoly conditions in this sector.

We need to have a strong and effective mechanism at the government to check their moves and ensure auditing of their cost calculations for the last ten years justifying such extraordinary MRP for all these years.

Atrocity against a woman


A woman was allegedly stripped and forced to walk around naked while her husband was severely beaten up for opposing 'local goons' in Andryan village of Jehanabad area near Pilibhit in Uttar Pradesh (India). The couple was forced to go through this ordeal by Shanti  Swarup and his associates on June 24, 2014 after they objected to trees being uprooted from their fields and damaging of their hut by the accused.

In my view the instant justice would be to parade the accused naked in the streets of the same village in addition to the legal punishments possible under the law even though this suggestion would  amount to Arabian way of handling the culprits.

Power plants hit by outdated rules


One of the reasons for higher tariff being charged to the power consumers by private / public power suppliers in this country is directly attributed to the delay caused by several formalities imposed by several government agencies which in turn lead to higher cost of interest borne by those companies.

Companies have to seek 90 clearances during construction and 53 clearances while starting operations. Besides, compliance reports have to be filed on 1982 counts, nearly half of which attract imprisonment for failure.

Wonderful scenario for power business in this country! Who and when is to correct this milieu for  a better atmosphere in attracting business in future?

Do away with plan panel


The moment the new BJP-led government took over power in the centre in May last I was toying with the idea of disbanding the monstrous Planning Commission with no utility whatsoever in the existing scheme of things. It should have done its home work and engage itself as a planner for perspective plan and guide the different ministries for effective annual plans being projected along with annual budget every year. But the way it proliferated itself without any constitutional backing but indulging in decision making in a major way at the government of india level was something beyond its jurisdiction.

Luckily  Mr.  AJAY CHHIBBER the Director general, Independent Evaluation Office (IEO) also seems to have a similar opinion on this plan panel  (TIMES OF INDIA, JUNE 25, 2014). He too says "the Planning Commission in its current form and function is a hindrance, not a help to India’s development… it is not easy to reform such a large ossified body and it would be better to replace it with a body that is needed to assist states in ideas, to provide long-term thinking and help in reforms"

Cement cos raise prices in south


Cement companies have jacked up prices by Rs 60-100 per bag(each bag is 50 kg) in the four southern states in the past week (TOI, June 23, 2014).

Such a hike all of a sudden without explaining the reason or justification is bound to affect seriously all those construction activities using cement. It is an essential commodity used by small to big players in the real estate business. The prices were already high compared to rates prevalent in the North India. There is a strong belief that these manufacturers had formed a cartel and imposed their price rises arbitrarily enjoying the oligopoly conditions in this sector.

We need to have a strong and effective mechanism at the government to check their moves and ensure auditing of their cost calculations for the last ten years justifying such extraordinary MRP for all these years.

75% households in Chhattisgarh state have no toilets


 The recent rape and brutal murders of two young girls in Badaun, UP State has caught the  international attention. It is learnt that 75% households in Chhattishgarh do not have access to private toilets at home.

Nine out of ten girls in rural areas face harassment while they are on the way to relieve themselves in open fields and thickets in country side.

A report reveals that 41.59 lakh households rely on open areas, as only 80,000 odd households have access to public toilets. Even in the capital city of Raipur, majority of 8.61 lakh households have no toilet facilities. Only 31% of the households (2.67 lakh) in the city have access to toilets within their premises.

Is there any planning to set right this trend in the near future, no one knows. Unless the state government takes up this issue in all seriousness and puts forward a time-bound programme for execution this curse is bound to get a bad name for the state for ever.

Waste to Wealth


During 2013 as much as 175 million tonnes of fly ash were produced in india - from factories, power plants and sponge iron plants - out of which only 56 percent of it was used as raw material. In Chhattisgarh only 27 percent of 24 million tonnes  it produced could be recycled for other uses, much less than national average.

Why delay in doing some good work? I exhort my fellow officers and the popular Chief Minister to take up this job on priority if possible.

Econo-politician's tenure as P.M came to an end


Dr  Man Mohan Singh, a Prof. Of Economics was so lucky that he became the Prime Minister of India gradually progressing in the ladder of life. 

It is unfortunate that the economy failed miserably during the regime of UPA II under the leadership of Dr. Manmohan Singh assisted by another leading Economist M.S.Ahluwalia as the head of the Planning Commission and capable lawyer-politician P.Chidambaram, as the Finance Minister. The macro economic parameters like unemployment, inflation, black money etc had thoroughly shaken up the confidence of common man and are crying for alternative approaches in terms of policies and their execution in an effective manner. The money scandals at the apex level have ruined the aspirations of the vocal and volatile middle class very badly.

India to overtake China’s Centenarians’ count

Crossing the century mark is all set to become common for India’s growing population.
A Landmark UN report on “ageing in the 21st century,” says India is at present home to between 11,000 and 20,000 centenarians . But this number is all set to rocket to anywhere between 1.5 Lakh and 6.2 Lakh by 2050.
The report brought out jointly by United Nation’s population Fund “UNFPA “ and Help Age International, says India will beat China hands down in the number of centenarians . China is expected to have 2.62 Lakh persons aged one hundred or over by 2050. Globally, the number of centenarians is projected to increase to 3.2 million in 2050.
The maximum life span refers to the largest number of years lived by any individual that has been confirmed on the basis of actual data.
The UN says this number increased from 103 in 1798 to 110 years in 1898, 115 years in 1990, and 122.45 years in 1997, when the French woman who held the record died.

Tug of war between state government and the rice millers in C.G

It is a known fact that justified or unjustified delay on the part of state government in Chhattisgarh State in settling practical difficulties and issues with the State Association of rice millers has resulted in revenue losses to the exchequer year after year.

The present impasse has arisen on account of the following factors:

The millers have stopped lifting the balance five lakh metric tonnes of paddy procured during 2012-13 on the ground that it has become unfit for milling, although the government has made it compulsory for lifting by the millers by sending









 instructions to the collectors through a circular.

2)  secondly the government has issued orders for reserving the milling capacity of each miller in a district compulsorily for six months.

3).  On realising the mood of the millers not to lift the damaged paddy on the eve of the Lok Sabha polls, the government kept quiet for a while. But soon after the elections the government has issued orders for compulsory lifting and milling which has put the millers in a fix.


4)  The millers are not in a mood to oblige the state government whereas the present procurement will come to an end only on June 30, 2014.

5). The paddy of 2011-12 which remained un-lifted were sold to the millers as cattle feed after floating tenders in the meanwhile on the instructions of the central government. This paddy (about 40 thousand tonnes) was purchased at the rate of Rs 1080 per quintal  during 2011-12 but it was now sold at the rate of Rs 700 per quintal only causing enormous loss to the state.


6).  The millers are complaining that the remaining quantity of paddy is in damaged condition. On the testing of paddy in private mills the recovery of rice is only 30 kilos as against the standard recovery of 67 kilos. Even there,  90 percent of rice recovered is found spoiled. The government doesn't seem to be serious about the testing facility even now unfortunately.

Tamil Nadu's GDP


Tamil Nadu's GDP has been dropping for the past few years. It's growth rate rose from 10.8 per cent in 2009-10 to 13.12 in 2010-11. Since then it has been downhill -- 7.42 per cent in 2011-12 and now the drop to 4.14, below the national average in 2012-13. This is also the lowest rate the state recorded since 2005-06. Agriculture slowed with a negative growth rate of 12 p.c and manufacturing fell to - (minus)1.3 p.c. What a progress despite the hard work put in by the present chief minister in the last three years? Look at other states vis a vis this state!

Power problem has affected the manufacturing and services sectors which are the backbones of the state.

Murder for gain - Jewellery


An 83-year-old woman, C.Saroja was found bludgeoned at her residence in Arani, about 50 km from Chennai on Monday (February 10, 2014) . Her gold chain and gold bangles were missing. It appears the assailants were known to the victim.

Oct: 2011 - 60-year-old woman found dead in her Kodambakkam apartment, jewellery and cash missing.

Dec 2, 2012 -  A 72-year-old man and his wife (60) were found dead with injury on their bodies -gold missing.

June 16, 2013 - 70-year-old woman strangled in her house in Mogappair -gold , diamond jewellery stolen.

Where is the Tamil society moving? Old people seem to have no protection from the thieves and killers for gold jewellery. State government and the police officials have to sit up and do some home work seriously so that we don't kill elders for the sake of money by some members in our midst.

The BJP's win in U.P


The BJP seems to have succeeded in evolving a grand Hindu coalition , while the Muslim vote by and large went to non-BJP parties.

The BJP won 71 seats and its ally Apna Dal (AD) won two seats: Mirzapur and Pratapgarh. Thus the BJP-AD combine won 73 out of 80 seats, completely decimating all their opponents. The Congress barely retained the seats of its president Sonia Gandhi and Vice-president Rahul Gandhi from Rae Bareli and Amethi respectively. The Samajwadi Party  only five seats which were contested by Mulayam Singh Yadav's family whereas the Bahujan Samaj Party and other parties could not open their accounts.

The electoral strategy adopted by Gujarat Chief Minister Mr Narendra Modi and his well-wisher Mr Amit Shah supported by RSS workers at the grass roots worked wonders and catapulted the situation prevalent till 2014 Elections. Congress was routed and the prestige of Rajiv Gandhi's wife and son was somehow saved, thanks to the loyal and dedicated workers of the party. BSP was also taught a lesson and its hollow claims and expectations from the state voters got exposed very badly. Similarly the SP too scratched through with a few seats mostly honouring the family pride. 

Caste and religious calculations have been thrown to winds and found wanting in their ultimate analysis. These considerations have at last lost their potential eminence and effective relevance in electing their representatives to the Lok Sabha.

Thefts on a large scale.


Underreporting of thefts in Raipur City of Chhattisgarh state has come to light. In the month of April, 2014 alone about 269 cases of theft were reported in 20 police stations but FIRs were registered only in 95 cases.

 This is just to give an impression that crime situation is under control. A similar situation prevails in Tamil Nadu where theft, snatching and burglary for gold jewellery is a daily occurrence as being reported in newspapers. 

The state police should take effective steps to curb this trend and ensure the safety and security of its citizens and their properties.

Careless Administration



Careless Administration 

Rains on May 6 (2014) evening have drenched the purchased paddy lying in the procurement centres/societies and the collection centres scattered all over the state of Chhattisgarh  once again. About 2,10,000 metric tonnes of paddy are lying on the open grounds of societies whereas 36 lakh tonnes are lying in the collection centres of Marketing Federation. Owing to the slow lifting of paddy by the millers, the paddy kept on the floors of societies are getting wet again and again due to rains. 

Chhattisgarh state is more than 13 years old. I remember to have allotted parcels of land in several places of the state in 2001-2002 as the Managing Director of CSIDC (Chhattisgarh State Industrial Development Corporation) from out of the open plots available in the industrial estates/areas to the State Warehousing Corporation (CGSWC) for construction of godowns on certain terms and conditions at the time of Mr C.S.Khaitan as its M.D. There were little skirmishes initially with regard to the manner of selecting sites for construction in those centres keeping in view the conditions for claiming subsidy from central agency. I am not now aware of the contribution of the CGSWC towards the creation and maintenance of a network of godowns in the state for the usage by MARKFED for storing the procured paddy. It has in fact become an annual feature to procure paddy on a large scale and do milling for central pool. Under these circumstances the state should have taken care and built covered spaces keeping in view its requirement during the procurement period and avoided the paddy getting drenched and damaged year after year. A stable government under the same leadership for more than ten years at a stretch could have devoted a little time towards this burning issue of the state as it has done and earned accolades in other sectors in recent times.

Better late than never. Action awaited as early as possible.

CJI: Sex assault complaints by interns career's sad moment


The retiring Chief Justice of the Supreme Court of India, Mr. Sathasivam has stated that the complaints of sexual harassment against the powerful and popular retired judges by the interns (young female law graduates) was the saddest moment in his career. 

It is increasingly getting revealed that the elders in their evening of their lives fall a victim to their sexual urges so carelessly and fearlessly. The targets preferred by them are bound to bounce sooner or later, they rarely understand, it seems. How many such incidents go unnoticed and unreported, nobody can vouch. Consensual sex at any age hardly gets exposed in a human society.

Tragedy strikes a common man unguarded and unsolicited


A small migrant worker Triloki from Gorakpur in Uttar Pradesh, making and selling 'samosa' as a small vendor in Chennai has lost his family -his wife Anita (25), his brother Raj, his kids (daughter 7-years and son 5-years old) when LPG cylinder exploded in a single-room house when he was away to his home town and the family was to join him there in two-three days's time.

Why such a wholesale tragedy to a small man? Bhagwan Buddha only can tell the reason for such happenings on this planet.

Justice flawed, injustice imposed


   25 years in prison, US man cleared of murder

Jonathan Fleming, 51, walked out of Brooklyn Supreme Court a free man after the Kings County District attorney's office dropped all charges against him "in the interest of justice".

Fleming had always maintained his innocence in the 1989 shooting death of his friend Darryl Rush in Brooklyn. His attorneys said prosecutors rushed to convict him, ignoring evidence including phone bills, photographs, hotel receipts and other evidence that placed him in Florida at the time of the crime. Fleming was convicted in 1990 and sentenced to 25 years-to-life in prison.

Are we to blame a rotten system or the actors manning that system?

What a great news about the 20th-21st century's judicial system in the most developed democracy on this planet!

Daily Telegraph ( Thina Thandhi) a Tamil newspaper dt. April 20, 2014 has reported that a mother elephant lost her balance and fell down on its way to a water pond and injured itself so badly that it died instantaneously. It happened near Thottakombai in Barhur forest area in Erode district of Tamil Nadu state. Soon a group of elephants surrounded the dead body and spent a night but the next day the forest staff saw  the baby elephant standing near the body and weeping like a human child. With lot of efforts they kept the baby at a distance and buried the body after the rituals. The onlookers were surprised at the scene where the baby elephant remained on the spot of burial on guard with tears falling from its eyes and remembering her mother for hours together.

Animals too behave like human beings and remember their mothers so intensely and emotionally. Hats off to the Mother Nature which has created such lives on this planet for ages and  ' Yugas '.

The Visitor Center established in 1992 has hosted more than 2.6 million visitors and the fees collected in the center goes as donations to local charities benefitting disabled children and the elderly.

Defending the indefensible

Arun Jaitley, the Leader of the Opposition in Rajya Sabha, has very categorically and confidently analyzed (in the Hindu dated Tuesday, August 28, 2012) the role of the Indian Prime Minister without mentioning his name even once. It is perhaps in reply the stand taken by P.M in the Parliament House addressing the media. His first sentence in the article says that the parliamentary stalemate continues on one of the greatest corruption scandals in Indian history. This fact is of course subject to legal and Parliamentary scrutiny over a period of time. His observation is that despite the need for the definite role of private sector in mineral-based industries in the country, allocation of natural resources should not be based on discretionary decisions enabling corrupt and collateral motives. The objective criteria should be introduced for this purpose.



Way back when the natural resources were nationalized and allotted to the public sector companies, the first-come first serve principle was followed. Little by little the private sector entered the field and the same principle continued to be applied. In the absence of a ceiling on the acquisition of natural resources looking to the need and capacity of the applicant the resources were allocate don the same principle. But when there was a beeline with all sorts of applicants in the queue the discretion became the order of the day. But all said and done, perfect machinery or a perfect agency or authority is a hard seed to be found these days. Hence even Mr. Clean status has not spared the individual from the blame and criticism anymore. Greed has entered the mind of every corporate house or a new industrial entrepreneur and not prevented them from aspiring for more and more. Speculation and scope for encashment of the grant or license / lease has goaded many a person to stand in the queue for favors on a price or a lesser price.



The P.M says that any allegations of impropriety on the so-called ‘coal-gate’ are without basis and unsupported by the facts. He further goes to say that the observations of the CAG are clearly disputable. He further asserts that the premise of CAG that competitive bidding could have been introduced in 2006 by amending the existing administrative instructions is flawed. Good, if this is flawed, then the PM and his PMO should scrap all the disciplinary proceedings either cleared off or being cleared at their end on the basis of investigations made by several agencies or departments should be filed at once and exonerate those unfortunate ones pleading not guilty by several representations which of course fell on their deaf ears so far. Otherwise they should also undergo similar proceedings before they are declared innocent and transparent in their decisions. Democratic system never allows two different yardsticks to different sets of people – one: influential and the other: non-influential.



The PM pleads that the price of coal based on bidding would push up the cost of power as argued by Ministry of Power. Who has got the control over pricing of different building raw materials even now although many cement plants got acres of bauxite mines for a small royalty payment to the state exchequer? What about diesel, petrol or kerosene price? Do we have any control? Don’t we see increased number of vehicles plying on the roads? Poor farmers are not getting enough prices for the crops they raise. Days are not far off before we totally stop producing food grains and start looking for imports to feed our citizens and the cattle heads. People are not there to work on the fields, factories and other establishments.



Production of coal is no doubt in short supply but there are other ways by which one could have solved the problem of gap in demand and supply but the way in which the coal blocks have been allotted is no proper solution at all. CAG is an auditor appointed by the President of India like any other constitutional authority and he is equally responsible to uphold the traditions of good governance like judiciary fully competent enough to pinpoint the loopholes in our thinking and policy-decisions. If one wing of administration doesn’t agree then there should be a way for explanation before the Parliament and the public in general. It is always the duty of the auditor to raise unpleasant questions and seek answers and any public functionary is likely to get irritated on its working. When there is scope for bungling and misuse of authority in any office or organization, he has to point out the alternative ways of handling things in such a way that the public money is not wasted or drained into others’ pockets by inappropriate means.



Jaitley is also right when he questions the PM on the point of federal polity and democratic compulsions. If PM comes out with a policy option that would not only take care of the states’ royalty incomes but also the local developmental requirements, bidding process would have received the approval of states as well as other opposition parties. That would have been a better position today and earned the opprobrium from all quarters. As Jaitley notes there has been some amount of reluctance on the part of PMO to push thro, the bidding process from the beginning. Initially on September 11, 2004 the PMO circulated a note highlighting the drawbacks in the decision of competitive bidding despite an initial policy decision taken already in June 2004.
